Study On Problem Of Heilongjiang Province Financial Budget Government Credit Cards System Reform

As a system innovation, Government credit cards system is the important part of public finance budget system reform and the deepening of National treasury centralized payment system reform. As a new settlement system, Government credit cards system is a reform of National treasury centralized payment system. The new settlement system is at the start stage in2012after tested in the central ministries from2007. So the thesis’s focus is to study and solve the following problems from the combination of theory and practice. Such as whether it can solve the disadvantages of cash settlement, whether it can be made of what the actual role or not, and according to similar practices abroad what will be happen and how to perfect them in the reform and so on. The previous study is lack of systematic, lack of depth. That is the point of this thesis.Starting from our country related financial system and accounting system and drawn lessons from domestic and abroad reform, this thesis study the full implementation of Government credit cards system reform in Heilongjiang province through the overall situation and related data analysis using the quantitative and qualitative analysis method. It is at the start stage and will go on for a long road in our country. It discuss the existing problems and the causes of the Government credit cards system reform in Heilongjiang province for the purpose to further the reform of budget management, to strengthen the legal system and supervision, to create incorruptible and efficient public executive system, to accelerate the development of bank. And point out that the Government credit card reform will go through the development period of gold mine over five years. Then it put forward the suggestions and specific measures to deepen the correlation domain research reform of Finance Department, budget units, agent bank, Unitpay company of Heilongjiang province.
