China's Rural Social Endowment Insurance System Analysis

The problem of provide for the aged in the countryside is very important in the social security. Only to solve it well can truly set up complete social security system, which is related to social stability and development. Our country has studied rural society endowment more than ten years. But social endowment system did not be implemented widely and family endowment still plays an important role. It must be on the basis of the situation of our country, according to the income level, the different needs for different rural group and the different security level in the different countryside. The "Opinion for guiding a new rural society endowment insurance pilot ", showing that China’s rural endowment insurance career has gone to legal process, but we will face many new problems in the process of establishing a new legal system, this article put up the suggestion on how to improve the status of China’s rural endowment insurance system by analyzing the reality and the reason.This paper is divided into three parts:the first one is the development course about our country’s rural social endowment insurance, includes the pilot phase, the promotion of stage, recession stage, innovation and development these four stages, by analyzing the realistic situation according to the different people; The second part is to analyze the main problem and the reason of formation from the national policy, the level of economic development and legal system construction. The third part, combined with the situation of the rural area of our country, and to put up suggestion and advice about improving our country’s rural social endowment insurance system from legislation idea and system established.
