The Research On Online Rumors And Its Governance

With the popularization and development of the Internet in China, the problem of online rumors arouse the deeply concernation and continuously discuss in each field since the near future. People begin to realize:the phenomenon of the rumor which doesn’t stop despite repeated prohibition and has great harm, shows a series of new features and characteristics in the Internet dissemination that is rising and expansing gradually. The phenomenon seems to be more easily to contact with the problems of disasters, emergencies, public events and so on, and it brings irreversible influence to individual, enterprise, government and society. All of this make the online rumors and its gorvernance become a new and important topic. On the other hand, the research on the online rumor problems is still in initial stage at home and abroad, so the proposition of online rumors governance has not formally proposed in time. And the theory and practice research on the governance should be strengthened.This paper selected China’s current online rumors and its governance as the research object, and used many research methods such as thearetical analysis, literature research and case analysis. It discussed the main advantages of each link in the governance process, the reasons and how to slove the problems,etc.The paper is divided into four parts. The first part is the theoretical basis of the research. It mainly expounds the basic meaning, the main types, basic characteristics and main dangers of online rumors, and sorts the theory about rumor refutal and rumor control. The second part put forward the main problems of the online rumors management in our country. It points out the main deficiency and specific performance in the aspect of problem discovery and intervention, issue tracking and monitoring, antiblocking strategy and ablity, the clearance and radical management. The third part analyses the reasons of the poor governance. It sums up possible causes which lead to poor governance, low efficiency, weakness, invalid from the aspect of subjective consciousness, basic structure, tools selection and so on. The fourth part is the countermeasure that improve the current online rumors governance. The measures contain the improvement of control consciousness and establishment of a rapid response system, the perfection of the governance tools and tracking control system, the optimization of governance structure and ability construction of anti blocking, the improvement of governance quality and elimination of the deep influece.
