The Research On The Evolution Of Chinese Vertical Decentralization

This article aims at showing and studying the evolution of Chinese vertical decentralization. We have learned from the experiences and lessons. We are making the scientific and rational decentralization at all levels of government. Vertical decentralization benefit of people and society. Vertical decentralization’purpose is the scientific concept of development and sustainable development. This paper is divided into five chapters:The first chapter introduces the establishment of vertical decentralization (from1949to1956); The second chapter introduces the modification of vertical decentralization (from1956to1978); The third chapter introduces the period of delegating power (from1978to1994); The fourth chapter introduces the construction of rational decentralization (from1994to now); The fifth chapter introduces the experiences and lessons of the process of vertical decentralization in China. This article be put forward another explanation of Chinese vertical decentralization by chronolology:Chinese rational decentralization is a process of science and ration. In fact, the vertical decentralization is always changing, so we can understand the vertical decentralization of one country only when we understand the changes of its vertical decentralization. In addition, the understanding of vertical decentralization is helpful to its rational decentralization, the construction of the decentralization system, and avoid the irrational decentralization.
