Not only the number of civil organizations has significantly increased, its whole structure and distribution has also gradually optimized good trend. They are playing a positive role in participation in social management, providing public services and promoting economic growth. They have become an important carrier of the transformation of government function. But with the growth and diversification of the society demands on civil organizations, the dual management principle of government for civil organization has not meet the requirements of the development of civil organizations, even in some way being a stumbling block to the orderly development of civil organizations. This made the decline of social reliance to the civil organization in recent years. For the development of the civil organizations themselves in Shanxi, there are also many problems in the management, which are also the main cause of the decline for social reliance of civil organizations and the important reason for civil organizations not developing orderly. As a result, the government should first improve the legal system to creat relevant laws and regulations for the civil organizations, so to improve the legal guarantee for the civil organizations. At the same time the government should strengthen the support to the civil organizations, so that the civil organizations can develop in the direction of legitimacy and rationality. And the government and civil organization itself should strengthen the management and dissemination of civil organization to keep the social publics can really accept the management function and social functions of civil organizations. Meanwhile, there is also another important task for improving orderly development of civil organization in Shanxi province, which is cultivating professional talents for civil organization and enriching its human resource. Only with the cooperation of the government, the social publics and the civil organization itself can we promote regular development of the civil organizations in Shanxi province.
