Over exploring of underground coal resource has resulted in severe issues like land subsidence and shack dwellers who make a living by mining are suffering double difficulties in their survival and livelihood. Resettlement of these dwellers, thus, has become a vital task in improving their livelihood in cities that dependent on recourses.Although an abundant experience has been accumulated in various resettlements during the last few years-----making it more standardized, systemized and programmed, local governments still need to pay more attention to the resettlement of dwellers in land subsidence areas. Also,although unceasing theory exploration and practice are taking place in almost every mine lot. theory systems and practice models are seldom built in this new era when new innovations are mushroomed everywhere. The present resettlement models are mainly aimed at reservoir emigrants, lost-land farmers and relocated house hood in urban villages, which are not perfectly suitable for shack dwellers in land subsidence areas. Thus, new models need to be made on the reference of these present models.As reasons mentioned above, this thesis will start with the present dwelling situation, difficulties and specialties of shack dwellers in land subsidence areas and make a deep explanation on key links and targets of their resettlement. Also it will take Shi Guai in Baotou as an example to offer analysis and research by using WSR systematic theory and to make theory refinement and policy suggestions based on policies, systems and cooperation mechanisms. It will enlarge and enrich spiritual content for resettlement models, find out the most suitable ways for that in land subsidence and provide with an efficient theory support for their resettlement programs. Also it can make resettlement programs in land subsidence areas be more scientific, predicted and reasonable, providing reference and suggestions for other resettlement cases in future as well.
