| After nuclear weapons appeared in the end of the Second World War, it immediately produced profound effect to the world military situation and international political environment. With great threat of nuclear proliferation after the war, the United States and the Soviet Union these two super powers internationally established global non-proliferation system out of their the own need of national security and foreign policy. During the cold war, fierce nuclear arms race between these two countries not only make nuclear safety become the primary issue between bilateral relations, and also make the whole human society always enveloped in dangerous haze of nuclear war. In the90s, change of the relations of the two countries because of the Soviet Union collapsed, has brought new changes to the nuclear security relations and the area of international non-proliferation of the two. America’s strategic focus turned to the diffusion from non-proliferation, and the biggest successor Russia of the Soviet Union began to enter into the non-proliferation and the counter proliferation mechanism which dominated by United States. The international non-proliferation and the counter proliferation mechanism as a multilateral mechanism are playing a big role and receiving more and more attention in international relations.The International non-proliferation and the counter proliferation mechanism are two methods to deal with weapons of mass destruction and their proliferation at different times. This paper comprehensively analyzes the international non-proliferation and the counter proliferation mechanism, and points out that the China’s contribution in non-proliferation area. The third chapter clarifies the prospects for the development of the international non-proliferation and counter-proliferation mechanism, using a case study approach on two typical examples:Iran and North Korea, then discusses the Sino-US relations in the field of international non-proliferation and counter-proliferation and China’s contribution and so on. |
