The New Rural Democracy And The Legal System Existing Problems Research

China is one of the most important agricultural countries in the world. Agriculture, farmerand country, so called the Three Rural Issues problem are always the basic problems of socialdevelopment in our country. the construction of democratic and legal system in rural area isurgent and important. It plays an important role in the new rural area construction. To somedegree, it decides the success or failure, gain or loss of the construction of New Countryside，which is made up of economic construction, political construction, cultural construction, socialconstruction, and ecological civilization construction. The Central Committee of the CCP’ssuggestion on the11th five year plan about national economy and social development point it outclearly that the construction of New Countryside should obey a guiding principle that isdeveloped production, well-off life, civilization atmosphere, clean village and democraticmanagement. The12th five-year Plan about national economy and social development and someother documents gave more specific guidance on this issue. To follow this trend, the constructionof democracy and legal system in new rural area construction is put on the government agenda.Since the Reform and Opening up of China, especially in recent years, the study on new ruralconstruction flourished. But, studies on the l construction of democratic legal system andexisting problems is not too much, As for the villager autonomy, do group of concerns, cadreelection, land circulation, the studies are relatively few. This paper attempts to compensate forthis shortcoming.This paper is mainly formed by the following respects: First, the distinct representation ofthese problems.(a) The mass people is ignored about democratic legal awareness;(b)The cadrein rural area are working with a simple and tough style.(c)The central policies are notimplemented efficiently.(d)Some other negative factors. Second, the reason analysis of theseproblems mentioned as above.(a)The mass people is influenced with the smallholderconsciousness.(b)The cadre in rural area are not qualified enough.(c)The influence fromIndividualism and Local protectionism.(d)The Interference of feudal thought and Evil forces.Third, suggested strategies to solve the above problems.(a)Put the education about democraticand legal system into depth.(b)Provide more graduate students from university to join theconstruction, at the same time, give the cadre in rural area regular rotation train.(c) Perfect theexisting policies and enhance the implementation of policies. to further improve the rural policy,strengthen the strength of policy implementation.(d) Many measures carried out at the sametime for the same goal, to ensure the healthy development of every aspect.
