With the rapid developments and variations of social economic, the government needs to deal withlots of social problems, such as the polarizations between poor and wealthy, environmental pollutions,unemployment relief and traffic renovations. In the process, it is inevitable that expansions ofadministrative power and additions of administrative functions. As an important function of the government,administrative supervision is an important aspect of the governmental management tasks which is closelyrelated to the emergence and development of the administrative department law. In the times of emphasizeon administration by law, administrative supervision is not opposed to democracy politics. On the contrary,the rule of law, administrative supervision and democracy politics can endure each other completely underrestrictions of the law. The scope of administrative supervision comprise the anti-monopolizations,economics and public social areas,and it is also interrelated to people’s daily life. And food safetysupervision is directly linked to the people’s health and safety. Recently, food security events whichoccurred frequently alert us that food safety supervision reform is extremely important. Our researches onfood safety supervision and administrative supervision are in the rear. The predicament of theory fallingbehind the practice results that the supervision system is deficient in the support of formidable theory, inthe meanwhile, we also met with many problems which needed to solve immediately. Under theadministrative legal framework, aims of the paper are exploring the reformable path of the food safetysupervision system, striving to refract microcosmic problems through macroscopic problems and drawingspecifical outlines of the administrative supervision system reform.The basical theory analysis on administrative supervision provide a theoretical fulcrum for theadministrative supervision system reform. Through analyzing and comparing into specific designs of thedeveloped countries system(such as United States, the European Union and Germany)in the fields of foodsafety supervision and administrative supervision, we can see that the independent supervision institutionand synthetical coordinated institution become to the two major trends of the institutional development ofthe world. Combined with the specific conditions of our country, we can draw lessons from the maturesupervision system of foreign countries. Though combing out the developing thread of thoughts about food safety supervision systems after the foundation of our country, regarding the supervision system in thelight of the historical analysis, we will hold the path dependence of the supervision system reforms. Foodsafety supervision system and administrative supervision system reforms will have to practice rather thantalk under the clear writing guidance.Accompany with the rapid developments of science technology, it is hard to executing administrativesupervision, food safety supervision is also facing with many challenges. Particularly, food safetysupervision system exist followed questions:Firstly, food safety supervision system are lack of systematic,manipulatic and consummate legal system which result that supervision institutions are lack of legalization;Secondly, the distributions of the administrative power are unreasonable and the patterns of supervision bydifferent links exist malpractice which result that supervision implements are difficult;Thirdly, theinstitutions are extremely scattered and authority coordinated institutions are considerably deficient;Otherwise, supervision system are lack of independence and impartiality, meanwhile, the color ofadministrative monopolization is too thick; Finally, the main responsibility investigated mechanism andsupervision restricted mechanism are also considerably deficient. Food safety problems not only havealready threat to public health and lives seriously, it also has impacted on our economic developmentnegatively. We can aim at the diseases then make out the suitable pills to solve the increasingly prominentfood safety problems: Firstly, on the basis of setting up the sense of supervising by law, we need toestablish and improve the legal system of food safety gradually; Secondly, we need to stipulate the powerrange of the supervision institutions and distribute the power between authority and local politics rationally;Thirdly, we need to change supervision patterns gradually and set up an synthetical coordinated institution;Fourthly, we need to establish independent supervision system gradually; Fifthly, we should consummatethe main responsibility investigated mechanism and supervision restricted mechanism as quickly as well.As the one area of food safety supervision, the problems food safety supervision system exist can besummed up in paculiarity. Recently, the public administration become the rub and hot issues on theoryresearch. As related to so much areas, plus the influence of sector interests and big department reformation,food safety supervision and administrative supervision system reformation are still limping. From the foodsafety supervision setting out to exploring the administrative supervision system reformation, frompaculiarity problem to comment problem, i am trying to put forward some rational advise for the administrative supervision system reformation. As for whether the reform methods are feasible and whetherthe reform paths are valid, we need to wait for the test of practice, because truth and the development ofscience always have a superficial to profound and mature process.
