| Into the21st century, global warming has been an indisputable fact. Such climate issues as temperature rise, sea-level rise and extreme weather caused by climate change have a serious impact on the natural ecosystem and human living environment. Climate change affects not only the lives of individuals, but also threats the survival and development of a country. Today, climate issue has profoundly impacted the international political pattern. Therefore, the issue of climate change catches a worldwide attention and becomes a major one that need be urgently solved by international society.Climate issue, driven by economic globalization, has become a highly politicized topic of international relations, which is totally beyond the field of natural science. Climate diplomacy, as a new diplomatic situation, arises and develops as global climate crises worsen and international communities and all countries have performed various diplomatic activities to mitigate the intensification of climate crises.The South Africa, which possesses an important influence and a decisive status in international society, especially among African countries, is vigorously developing climate cooperation which plays a significant role in promoting global climate diplomacy. The dilemma of economic growth and climate protection faced by the South Africa has brought it under great pressure of development and opinions from both international and domestic societies. For Example, influences posed by climate changes upon state security of the South Africa include: food security as a consequence of water scarcity and the health problems, which altogether have aggravated the contradiction among the weakness of the society, environment protection, energy conservation and emission reduction as well as economic growth. In addition, the challenges faced by the South African climate diplomacy on the one hand contains complex social structure, energy structure, civil society, institutional and environmental constraints and domestic pressure; on the other hand contains the divergences of South Africa between the "Basic Four"(comments) partners and the strategy’s positioning and selecting, it is important to be flexible in responding, external factors pressure from the developed countries. In the future development strategy’s positioning and selecting, it is important to be flexible in responding, appropriate in adjusting the position and negotiation techniques. The South African had better to play their own international impact force to shoulder international responsibility of the great powers, at the same time to wary of the United States and other Western countries of the containment policy, to ensure the country’s right to development and space.The article is divided into five parts. The first part is the introduction theory. The second part which focus on clarifying qualitative analysis and the method of historical research on climate diploma tic’s concept, the characteristic, the basic situation and explaining the problem of climate change to the process of the climate diplomacy, carries out the necessity of the climate that diplomacy, discusses the motive of the global climate diplomatic rise and analyzes the world community to actively carry out climate diplomatic efforts.The third part tells the reason why the climate diplomacy become popular by historical research methods in South Africa, the problems the South Africa are facing during the process of coping with the climate change, discusses under the international cooperation in coping with the international climate change with the main experiences and the achievement in global climate diplomacy of South Africa as the main research object. Because of the aggravation in climate crisis, the South Africa is facing with crises, such as limited fresh water, threats to the health of human and animals and threats to the biological diversity in domestic and foreign regions, the government has adopted many methods to face with the challenge; it has enacted laws relative to climate protection in the country, taken part in world climate meetings and profound the cooperation with others.The fourth part analyses the challenge that South African weather diplomacy faces. The weather variety results in the influence on the national security of South Africa, such as lacking of water resources lead to food safety,the contradiction between economy energy reduce and the development of economy and domestic and international pressure.The five part analyses and outlooks the issue of South African weather diplomacy. In order to solve the problems and challenge in the weather diplomacy, South Africa needs to take Africa as the stance of development and enhance the relation with Euro-American, at the same of strengthening the south-and-south cooperation. Most importantly, South African should unite allied nations to fight for the words power of developing country at the stage of the weather negotiation. Lastly, it carried on reasonable outlook about the weather diplomacy between South African and China.Above all, we should take practical measures to tackle the global climate problems. |
