The Development Of Democratic Administration

In the field of public administration, the relationship of democracy and administration has been the focus of study, Wilson advocated the dichotomy to efficiency as the most important value of public administration, and expelled the spirit of democracy out of the public administration, which seems such value orientation is obviously undesirable. The western academic circle have been constantly improve the system of democratic administration in theory, and continuously correct through the practice of reform in government. Contemporary Chinese government administrative system reform has the democratic administration spirit, which is one of important dimensions of the study of the contemporary Chinese democratic administration.The development of democratic administration is the inevitable result of comprehensive reform on economy、politics、society, however, this reform can not ensure democratic adminstration’s development directly and long-term. Only when the democratic spirit deeply into the field of public administration; only when the government set out truly in the public interest, transform into a service government;only when the citizen with civil spirit and literacy, participate in public administration actively and orderly; only when the information spread to the government and the whole society flowly, everyone has the equal rights in public information’ s utilization, transmission, feedback; only when the civil society grow up, wake up of the social forces, democratic administration can be practiced truly. Democracy is one ofthe most beautiful human value, it can give far more than now in this field of public administration. Perhaps, this process will be very long, but look back the history of every reform and development, the newborn always came out with pain and struggle.This paper attempts to sets out the study in construction and development of the democratic administration, specifies the concept and theory of democratic administration. Then it froms the development of democratic administration in the historical and social background, carries on the analysis of facts. This paper studies the government innovation experience through the analysis of text and cases, thus clarifies the government management innovation logic. It studies on the development of the democratic administration, puts forward the countermeasure proposal based on these problems.
