In 1994, China began to access the Internet. December 1997, China’s firste-commerce site -- China’s chemical-line line, which marks the beginning of China’se-commerce into the history of China’s Internet arena. After 14 years of development,China has experienced a burgeoning e-commerce in the Internet era, the economicbubble period and after a period of rapid development, China has become the mostimportant part of the Internet. According to the Chinese e-commerce research centerin 2009 published "Chinese e-commerce division of twelve stages of the history andcharacteristics" shows that e-commerce in China has experienced the last two years ofdevelopment, reached an unprecedented scale. Data showed that nearly two years tocreate e-commerce websites accounted for 22.3% of the total number of existing sites,small and medium enterprises involved in e-commerce has reached more than 4300,online shoppers are more than 120 million people. E-commerce in China has reachedthe highest level in history, but consumer protection in online transactions in theformulation of laws and regulations have lagged behind the rapid development ofe-commerce.Traditional "consumer protection law" can no longer solve the problem oflarge-scale, innovative e-commerce transactions in various problems. From August 28,2004, the Eleventh Meeting of the Tenth NPC Standing Committee voted through the"PRC Law on Electronic Signatures" (on April 1, 2005 shall come into force) to thecentral bank in April 2009, the CBRC, the public security and the StateAdministration for Industry jointly issued the "security management on strengtheningbank card bank card crime prevention and combating of notice," the introduction ofour various ministries have developed and implemented various policies to protect thesecurity of online transactions. In these laws and regulations, rare on consumerprotection, this law, our online transactions to protect the interests of consumers reallyworrying.In this paper, first introduced online trading environment, the basic elements andtheoretical definition, then a detailed analysis of B2C, C2C sales and trading patternsin the operator’s interest in the status quo, and then further elaborated under theconsumer protection network environment problems and to make reasonable suggestions, the final depth of the network environment, consumer protection systemof the building. |
