Official reception is an indispensable part of daily work for our party andgovernment organs at all levels. However, as the reception process setting is notscientific, it is quite common in expenditure confusion, too wide range andcoordination difficulties, and official reception has become a "bottomless pit" ofthe government high operation cost. In recent years, the unscientific setting ofofficial reception process brings a lot of social problems, and has caused the wideattention of the communities.This paper adopts the method of combining theory with practice, the methodsof comparative analysis, the methods of literature retrieval, system analysismethod and case analysis methods, etc. It focuses on the unscientific setting ofZhuhai official reception process and the problems which from this process, andtries to give some countermeasures for official reception process reengineering.The paper is divided into four parts. The first part is about the definition of officialreception and some key words in reengineering process theory, and expoundssome related theories. It analysis the connotation of the official reception andbusiness process reengineering, and points out the path choice for the governmentprocess reengineering. The second part is about the history of Zhuhai officialreception process’ reformation. It points out that the reception work has specialsignificance in Zhuhai, and introduces some detail measures and achievements ofofficial reception process management reform; The third part analyzes theimperfection of official reception process and problems from it, based on the Zhuhai official reception process. And it believes that the main imperfection ofofficial reception includes the imperfect government’s system, the unclearreception scope, the unified reception standard, the incorrect concept of receptionstaff, the discordant coordination of each department, the imperfect performancemanagement, and the inadequate supervision. And it results that official receptiongoes beyond the "reasonable" category of the necessary operating cost forgovernment. And finally it points out the important significance of the use of thetheory about government process reengineering to improve official receptionprocess. The forth part is about some countermeasures and routes for the localgovernment reception process reengineering, which based on the successfulexperience of official reception in Zhuhai and other cities. The countermeasuresand routes include:1. to improve the execution system and establish a scientificand clear management system;2. to define the scope and standard for reception;3.to enhance the comprehensive quality of official reception staff;4. to potimize thecarrier construction and build efficient and transparent government receptioninformation platform;5. to construct a coordinating mechanism for officialreception;6. to rebuilt the feedback mechanism and Improve the receptionperformance management;7. to construct and perfect the effective supervisionmechanism for official reception.
