The seventeenth national congress of the CPC proposed the great strategic project of the Marxist popularization. The author mainly defines the Marxist, the Marxist popularization, the cadre Marxist popularization and the cadre Marxist popularization of ethnic areas.Part Ⅱ, The necessity and possibility on the cadre Marxist population of ethnic areas.This part is the premise of this paper.
