Research on the subject of village organizationconstruction is an important part of reasearch on the new socialist countryside.It is of greatsignificance to research on the subject of village organization construction for straightening outthe relationship between the village organization, for further improving autonomy system ofmass and for the current construction and reform to provide the theory basis and the legal basis.Chinese society from the pre-Qin so far, village organization have undergone thousands of years.In the thousands of years of the rise and fall of the feudal dynasties and replacement, villageorganization undergone a variety of patterns change. Especially in the feudal society period,“imperial”and“villagers’autonomy”always in a game. The most close to the villagers’autonomy is that imperial power did not reach the following-county-place.Its essence is theinternal decentralization of feudal ruling class and autonomy controlled by squire and patriarchalclan. The feudal autocratic social perished and the ROC built, village autonomy movement hadbeen conducted according to“three people’s principles”of Sun yat-sen. But eventually villageautonomy are subject to the Kuomintang ,replaced by Bao-Jia system. For thousands of years,dynasty replaced, the ruling technique transformed, the village organizational system renovation,villagers’autonomy did not realized. After the founding of the People’s Republic of China,through the several village organization mode,including village-level regime, cooperatives,people’s communes, villagers’autonomy has entered new level until application of constitutionin1982. the key of villagers’autonomy is the right to the people, the goal of villagers’autonomyis by and for the people.It is difficult to achieve this goal.In this article,the author seized the emphasis about the building of village-levelorganizations through the Summary and analysis of that at all times and proposed Series ofalternative suggestion strengthening the building of village-level organizations. First of all,started from the connotation and types of village-level organizations in China and defined theresearch content and direction and applicable basic theory about it; Second, found therelationship of the village-level management and state power and the variation of governancemodel through learning the historical evolution of village-level organizations in China around theFoundation of new China to the reform and opening-up period;Third, analyzed the problemsand the reasons for the building of village-level organizations and lead to the thinking on several key issues to further strengthen the building of village-level organizations;Fourth, researched theforeign building of village-level organizations contrastively and obtained the revelatoryconclusion in aspects of the forms of organization and mode of action;Fifth,devised the patternson the building of village-level organizations in China through the rational thinking;Sixth, inorder to strengthen the building of village-level organizations, proposed the followingsuggestion:firstly,we should make clear the legal status of each village organization, and improvethe system of village; Next, we should clear the function orientation, straighten out the relationsbetween the village organization; Thirdly, we should strengthen the village-level partyorganization, play the role as the core of leadership; Fourthly,we should perfect the villagerautonomy mechanism and promoting the village organization democracy management; Fifthly,we should strengthen the construction of village cadres’ team, improve the service level villageorganization; Sixthly, we should optimize the village-level organization constructionenvironment to adapt to the needs of the new rural construction.
