Township Government Reform Research In The Context Of A New Socialist Countryside Construction

The "three rural issues" has been a major national conditions in China since2006, the central building a new socialist countryside since the storm was nearly seven. Support effective policies to support and funding of the CPC Central Committee, the efficient implementation of the People’s Government at all levels, especially at the township level of government has played an active and dynamic role of China’s new socialist countryside construction achievements are significant. Social politics of China’s vast rural areas and gradually transition to democracy, rapid economic development, increasing living standards of villagers, the village is also changing, the Township, the wind gradually improved.Building a new socialist countryside is to the central government and provincial governments play a major guiding role as a specific implementation of the CPC Central Committee promulgated the construction of socialist new rural policies and the decision of the township level of government, is the successful construction of a new socialist countryside strong guarantee. Ineffective implementation would severely slow down the process of building of new socialist countryside. Through theoretical and practical studies, we found that our township government in its own system, there are still many questions. Unclear functions, bloated bodies, such as personnel, financial ring true, the existence of these problems seriously affected the township government efficiency and effectiveness. These odds with the new requirements of the township level of government in the new socialist countryside construction. Therefore, how to resolve these problems by the township government to adapt to the needs of the new socialist countryside construction to ensure the sustained and healthy development of China’s rural society is a long-term strategic task in China.This article is in the context of reform of township governments. First analysis of the achievements and shortcomings of the new socialist countryside construction, according to the deficiencies to identify the role and functions of township government should play in the construction of a new socialist countryside; then analyse the new requirements of the construction of new socialist rural township government according to the new requirements, to identify specific problems in the actual operation of township government; targeted some reform Measures.
