Study On The Effectiveness Of Grassroots Cadres Training

With the transformation of the society and the development of the times, the fundamental change has happened to the social mobilization to the resource, the manpower and the human spirit. The mobilization for youth also produced historic change. It is still very necessary and important that Communist Youth League cadres mobilize for youth organizedly, even though they will face complex work environment. It is also very important to lead young people to build comparatively well-off society in the round, to be the role model of youth members, to improve the comprehensive quality and the League Cadres’ theoretical level, to strengthen the cadres responsibility consciousness, overall situation consciousness and ability in organization and coordination, to cultivate a high quality team of cadre of the Youth League.. Communist Youth League cadre must improve oneself quality in the round, update the business knowledge and enhance the management ability and service level. Meanwhile, the Communist Youth League must provide more cadre training sessions, and constantly improve the ability of basic level cadres.It is the glorious and arduous task that the times gifts to the Party and Communist Youth League.From the view of Dalian, Dalian municipal Party committee, municipal government and Communist Youth League pay high attention to the basic cadres’training from human resources, material resources and financial resources. However the actual training effect is not as one wishes. The traditional teaching mode, which is from theory to theory and from classroom to classroom, is becoming more difficult to effectively answer the questions that grassroots cadres encountered in the process of the economic and social development, and it cannot meet the young cadres’demand of continuous improvement of the leadership and the quality. Group education and training of cadres should construct characteristic teaching mode, be close to practical, innovative teaching methods, and strengthen the pertinence and effectiveness. Therefore we should analyze the effective factors that impact the training effectiveness, so as to take effective measures. In this paper, we state the concept of the League cadres training effectiveness and its significance, and also we discuss how to conduct effectiveness of cadres training, how to carry out the mission of cadres effectiveness training demand analysis, how to evaluate the effectiveness of training League cadres and other related issues.Grassroots cadres’ training is the important link to strengthen the cadres’ team construction. League cadres training must take full account of the factors that the basic level cadre age knowledge structure, working calendar, the differences and similarities of regional groups. Otherwise, it will directly affect the quality of cadres’ training.We state the dynamic management of League cadres’ training from the training type, teaching method and training assessment. We explore the effectiveness of cadres’ training method, solve the quality problem caused by group similarities, put forward suggestion for Dalian city grassroots cadres’ training methods. We endeavor to achieve the optimization for the league cadres’ training.
