| As an important part of the owner of the autonomy of civil rights organizations inproperty management, owner’s committee plays a crucial role. Because that managementof property is quite new in China, laws regulating is quite far from perfect. Especiallyunder the conditions that the legal nature and the lawsuit qualification of owner’scommittee is not clear, the owner committee’s operation system is not mature. This textpresents some basic situation about the owner committee, analysis the lack of legislationand judicial, takes example by foreign successful legislation mode, then try to structure theowner committee as a team organization. The text also put forwards specific system designwhich includes funds, stuffing, supervisory mechanisms and so on, with the purpose ofproviding basic conditions and strong support for the owner committee, who can have thelitigation subject qualification. At the end of the article, the text try to put forward thesuggestions on how to structure the litigation subject status for the owner committee andhow to perfect owner committee system.
