The Disorder Of Power Competition And The Failure Of Village Governance

In this paper, the author analyzed the relation between the disorder of power competition and the failure of village governance. Since the mid-1990s, China has carried out the villagers’autonomy system in rural areas. It greatly mobilized the enthusiasm and creativity of the broad masses to participate in the elections and race for power. However, a lot of disorder phenomena have existed in the process of power competition, for example, disrupting the electoral rules, ignoring the electoral process, buying votes and other acts. The various clans between factions also launched a power struggle. This investigation found that the disorder of competition in the power has brought out great difficulties to the village governance. It makes the winning side in the process of village management, lost their basic governance authority, while the failure party adopt all means not to match the village governance. And the ordinary villagers don’t care about the public affairs of the village out of self-protection awareness. As a result, this village get into a dilemma, so as to be a failure village in village governance. Finally, the article concluded that, to solve this predicament of village governance, we should recognize the essence of power, and keep the rules of the game in power competition, making the power competition conducted in a fair and equitable environment, so as to unite all the villagers and achieve the purpose of good governance.
