As a response to the international community "China threat" theory,"China’s responsibility" argument, the expectations of developing countries and also out of the responsibility to the international community. In the late1990s, China has proposed to do a responsible great power in the international community. However, the international responsibility is often defined by the countries’ own understanding. Chinese and the Western have their own understanding of a responsible great power, there are both differences and common ground. China’s understanding of "a responsible great power" is not only internally responsible, but also external responsible, maintaining the overall interests of developing countries, promoting the establishment of new international political and economic order. However, the Western hope that, China should maintain international system, bear equal responsibility with the western countries. What’s the Western true thinking is that China and the Western should be consistent, in other words, China should be responsible for western countries.Africa on the whole is relatively stable, however, disputes and conflicts still exist. There are not only territorial conflicts, but also some internal contractions. Africa’s development has made great achievements, especially in economy. The problems, unbalance development, population pressure, disease treatment and prevention, are still plaguing Africa. Peace and development remain the main task of Africa. In the construction of a responsible great power, China has its own international goals and African goals. Chinese African goals include:respecting Africa’s independent development, promoting Africa’s economic development and national construction, strengthening Africa’s national capacity and so on. Chinese African policy roughly experienced three stages:1956-1978,1979-1994,1995-2005. The current Chinese African Policy is appropriate for African countries and also in line with the expectations of African countries. Chinese African policy has achieved some success in political, economic, cultural and social fields, but there are inadequacies. Sino-Africa relations is also facing various difficulties and challenges, both from the African side factors, such as Africa is not stable, the problems of African opposition parties and nongovernment organization. The involvement of other great power is also a very important factor, there is a conflict of interest between other great power and China. Of course, there are problems in China itself, like the problem of product quality, environmental protection, labor rights and interests. In order to further promote the development of Sino-African relations, this paper proposes that China should promote the development of economic and trade balance, and concerned about environmental protection and people’s livelihood; to participate actively in crisis management and expansion of non-official exchanges; focusing on cooperation with other great power.
