A Study On Operation Mode Reform For Official Vehicle-using In Qinghai Oil Field

The problem of current official vehicle-using system due to the weakening of management system and the lack of rigid budget constraint mechanism, which lead to the number and scale of official vehicles are over strength year by year. The financial burden is heavy, but vehicle-using efficiency lower and lower. Public service vehicles in the distribution, management and use are existed various disadvantage and problems, which caused widespread concern in the community and strong dissatisfaction. Those things are harm to the establishing of a conservation-oriented society, a conservation-minded government and a harmonious socialist society. Although the government has taken various measures for vehicle-using in official business, various malpractices and harmful practice are occurred repeatedly during the imminent reform for official vehicle-using in official business. In other places, the official vehicle-using practices have served different patterns reform and exploration, which accumulated a large number of effective and useful practice and experience.In this paper, the present situation and the existing problems in reform practice will cover official vehicle-using system characteristics and causes. The goal is to point out that the entity resource of official vehicles is difficult to control, and the official vehicles lead to malpractice is expected the elimination of the root.
