Inour country the provisions of the administrative licensing evaluation system, which islimited to the provisions of the level of principle and short of the operation specification,the implementation of the evaluation system has a lot of discretion of space,administrative authority sometimes in order to the maintenance of their own interests,turning a "blind eye" to the evaluation system, so the evaluation system are easy to beraised, just as "an empty", losing the value of its existence.This paper is starting from the structure of the evaluation system of administrativelicensing, and introduces various aspects, including evaluation body, evaluation content,evaluation time, evaluation method, and processing results, and in combination with thetheory and practice of the evaluation system, analyses the problem of evaluation system,For example, the subject of evaluation is single, evaluation content is specific,evaluation time is too general, the procedure of evaluation is lack and etc. Aimed at theproblems, the author takes example by regulation impact assessment system of foreignand some local specific provisions of evaluation system, and makes some assumptionsto perfect the administrative licensing evaluation system. Firstly, build multipleevaluation bodies, including: strengthen the legal obligations of the administrativelicensing set authority, clear evaluation responsibility, improve set agency’sresponsibility consciousness, and establish special independent administrative licensingevaluation institutions, training professional administrative licensing evaluators and through improving the transparency of justice, to enhance the enthusiasm of publicparticipation. Secondly, specific evaluation content and standard, and make the contentof the principle materialize and confirm the evaluation standards. Thirdly, regulate theevaluation process. On account of the different evaluation body provide the differentstart-up procedures of the evaluation, and carry out the work of the evaluation byprofessional evaluation organization, and regulate the evaluation process, each placeconfirm the evaluation period according to the actual situation. |
