Civil servant incentive system is the important part of custom humanrecourse management. As the development of china society、economy andculture, the original custom civil servant incentive system is not suitable forcurrent civil servant management, some issues and defects exposed. This requestus robust and perfect the ways and methods of civil servant incentive system,and renew the idea of civil servant incentive system, call for all the incentivefactors to improve civil servant’s enthusiasm, promote the development ofcustom now a time.There are five parts in this paper, the first part is the introduction to why Iselected this subject. And research methodology. The second part mainly statesoccupation characteristic of custom civil servant, the meaning of civil servantincentive system and the significance of perfect of civil servant incentive system.The third part mainly introduce the current situation of custom and civil servantincentive system. The fourth part mainly states the problems of civil servantincentive system and analyse why these problems occour. The last part attemptto offer some suggestions.The customs’ incentive system is divided into four parts such as materialincentive, spiritual encouragement, development motivation, managementincentive. I sum up the reasons that the problems of the customs’ incentivesystem occour by this way, and offer certain suggestions according to the actualsituations.
