It has been36years since the U.S. State Department published its Annual CountryReports on Human Right. However, as an important tool of U.S. foreign policy, such reportshave met more and more criticism from the world. But its position does not waver, and thecountries and regions covered by the report are more widely, the contents are richer. It hasbecome a sign that U.S. is continually concerning about the human rights situation in countriesin the world and bears the responsibilities of pursuit human rights in the world.Idealism and realism are two main traditions of American foreign policy, and are oftenused interchangeably. Taking the Annual Country Reports on Human Rights concerningVietnam from1995to2010as a case study, this thesis concludes that the above-mentionedtraditions are also finely embedded into the U.S. foreign policy to Vietnam. The fact thatHuman rights report pays attention to the political rights, social rights and religious freedom inVietnam can reflect the idealistic aspect. However, the geo-political factor in US-Vietnamrelations and the influence of interest Groups in the US and other factors, will force the US toturn a blind eye to or lower the intensity of criticism on Vietnamese political rights, socialrights and religious rights in its Annual Country Reports on Human Rights, which is therealism side in U.S. foreign policy to Vietnam. |
