On Improvement Of China’s Expression Of Public Opinion Mechanism From The View Of The Letters-visits System

Public opinion, as the barometer of current social situation in China, is a constraint toachieve social control. However, an effective expression of public opinion mechanismcontributes to constructing harmonious society and promoting the scientization anddemocratization of Chinese government polices. Moreover, an effective expression ofpublic opinion mechanism realizes the transformation from traditional government tomodern one. Since the founding of New China, the Party and the government havemade a great achievement of actively exploring the construction of a public opinionmechanism. The exploration makes a significant progress of developing China’seconomy and society.However, with the continuous development of the society and the economy, lots ofproblems have arisen by this mechanism and some parts can hardly accommodate tothe current situation of public expression. Therefore, improving the expression ofpublic opinion mechanism becomes one of the major issues needed to be solved. Theentry point of this paper is a system named letters and visits. Firstly, the author of thispaper defines some related definitions of the letters-visits system and the expressionof public opinion mechanism, and figures out their close relation. Secondly, theauthor elaborates the problems implemented by the letters-visits system from sixaspects. By analyzing the relevant reasons, the problems in the expression of publicopinion mechanism are unveiled. From the view of history, system, culture and thelike, the root of the problems caused by this mechanism is explained. In conclusion,the author proposes four correspondent suggestions which are the development of thefriendly environment, reinforcement of the expression motivation, optimization of theexpression structure, enhancement of the government guidance and the like toimprove this mechanism.This paper solves two main problems. Firstly, from the view of the dilemma ofimplementing the letters-visits system, the author probes into the current situation and the root of the problems of China’s expression of public opinion mechanism.Secondly, based on the current situation of China’s society, economy and politic,some relatively comprehensive choices are suggested in terms of the improvement ofChina’s expression of public opinion mechanism.
