Herbert Hoover and Franklin Roosevelt are both the characters worthy of in-depth study on modern history of the United States America. The economic crisis of1929in the United States make them have a different history status in the hearts of Americans even the world people "Prosperity is coming", this is the bright prospect Herbert Hoover repeatedly described for people in the crisis from1929to1933, but the cruel reality make the confidence in the prediction vanish like soap bubbles. In the meanwhile, President Franklin Roosevelt’s outstanding achievement make Hoover be cast into the shade. Since then, Hoover’s "incompetence" image burger in the world people’s heart.I think, although Hoover had poor preparation during the Great Depression, but still somewhat, had the subjective attempt to turn back the powers of darkness and government intervention, rather than completely laissez-faire. In his economic philosophy and under the guidance of experience of administering the country, he has taken a series of measures from the start for the control of economic recession, but still ended up in failure. Analyzing the failure reason for Hoover’s anti crisis measures, this article recognizes the affection of Hoover’s anti crisis measures, reveals that Hoover is not an incompetent, do-nothing president, not laissez-faire typical representative, and his anti crisis measures and Roosevelt s "New Deal" has multiple contacts. The failure of Hoover’s anti crisis measures provides Roosevelt’s "New Deal" with an important reference, so as not to bring the recommit the same error. Roosevelt’s lucky, because it was after the great depression through strong initial impact that he enterin the partial economic recovery stage, which won him the support of the people to overhaul the economic operational mechanism. Roosevelt and therefore rose, while Hoover was in a ruthless ridicule and criticism history.The writer makes no effort to give Hoover a right name, because success is an established fact. This paper just tries to analize the reasons for its failure according to the background, giving it an objective evaluation. Hoover’s failure can also be summed up valuable lessons for the future so that all kinds of periodic economy crisis can draw lessons from the actions.
