| It’s a common phenomenon that national legal regime based on coercive power to impose farmers on grain. Especially in war, famine and other special sessions, the state will expand the tax levied on grain, the situation caused people are waging struggle against the grain. By focusing on the case of ZhenJiang, this essay attemps to portrait how the China Communist Party collected agricultural taxes from newly liberated areas in ZhenJiang. These taxes was specially used to adjust prices as well as to meet civil and military need.I think CCP’s work in this period focused on collecting foodstuff, which materialized the principle that economy was the most important.To assure the work can be accomplished successfully, the CCP adjust its policies during "borrow in spring" and "imposition in summer", and improved work in this area which was once disappointing. But some resisting emerged in the imposition work in summer, which convinced the CCP that to assure the accomplishment of rough collection of foodstuff aftermath, it would better start an movement to strike those who resist consequently, the committee of CCP in ZhenJiang put forward the task of anti- local tyrant. But when the imposition in autumn began, the anti- local tyrant movement was replace by the imposition as the center of job, by reason of the lack of cadre and the complexity of imposition. Along whith the development of "imposition in autumn", the CCP committee found that farmers annilligly handed over foodstuff and it would not be able to accomplish the task unless take special actions. So the anti- local tyrant movement came forth again, which was adopted as an political action to achieved economic goal, that is, the collection in autumn made the later rent-reduction movement be such a movement which collection foodstuff from farmers from every social order. So, we should regard the rent-reduction movement as sequel of imposition in autumn. |
