Our country health care system experienced from emphasizing equity to pursuing efficiency. Emphasizing equity went into the blind alley of egalitarianism in historical stage. So since1978, fair priority guiding ideology was being unreasonable denial for the breaking egalitarian. Giving up fair and pursuing efficiency do play an important role in a very long period of time, leaded to the rapid development of China’s medical and health services. However, due to improper management of medical affairs department, as well as centralized administration model itself deficiencies (inefficient, serious wasting of resources) leaded to a serious disobedience fair value of anomie of the health care industry. An important conclusion of2005, the State Council Development Research Center and the World Health Organization collaborative research report:"since the reform and opening up, China’s health system reform has made some progress, but the exposure problem more serious. Generally speaking, the reform was unsuccessful". In this sense, the correct value-oriented lacking, undoubtedly constitutes an important reason for China’s medical and health career development suffered a major setback, let us more clearly recognize the protection of people’s basic right to health should not be built above the level of economic development, because this is unshirkable ethical responsibility of government.From the perspective of bioethics, obviously, the fair and just socialist core values can not automatically. So must have fully and effectively ethical defense as a basic guarantee, must have scientific and rational principle of value as the fundamental guidelines. Therefore, essay apply six ethical basis (service availability, need suitability, the burden of fairness, efficiency, responsible, and expand the range of option) as the analysis tools, which was proposed by Daniels, the U.S. health policy experts, Harvard University Professor, and his colleagues. Initially identified and systematically explore the failure of our health care system reform, such as the lack of fair values, the lack of basic medical insurance system, the unfair of health inputs and distribution, the funding inadequate and management anomie of public hospitals leading to public welfare dilute, which as the basis, reflecting the ethical purpose and fundamental ethical principles of health system reform, and further putting forward the five guiding principles to promote and deepen the reform of our health care system, such as benefit from the extensive principles, services availability principles, basic insurance principles, the fairness of distribution and burden principles, the efficiency of management and service principles, in order to seek and establish some kind of solid, stable operating base in values level, for practice process of new health care reform offering ethics coordinate and necessary reference.
