The H1N1influenza is a new infectious disease which broke out on the world in May2009. Study the pathogenesis of influenza H1N1, epidemic law, disease characteristics, not only provides a theoretical basis for the research of infectious disease in the future, but also has practical guiding significance for its prevention and controlAccording to the data mastered on the current of the H1N1influenza, this paper has established a control differential equation and the objective function of H1N1infectious disease, using the mathematical modeling as a tool. Based on the model analysis, we are seeking to the most effective strategy to control the spread of infectious diseases. At present the most research work on infectious disease use the stability theory of differential equation to study its spread into the local disease or annihilation, but have not considered the the cost of practical control or time-variable disease control policy. Taking into account of the research situation, this article has builded the SEIQR model about the prevention and control of the H1N1infectious disease. The main contents are described as follows:Firstly, introduce the epidemic characteristics, route of transmission, clinical features and research status of the H1N1infectious disease. According to the characteristic of H1N1, we make reasonable assumptions, select the appropriate parameters and control variables to establish the SEIQR model on vaccination and isolation, give the corresponding objective function. Then the discussion of vaccination and quarantine control measures in the control of H1N1is given. Secondly, we use Pontryagin maximum principle to seek out the form of expression on the optimal controls, and use the control theory to prove the existence and uniqueness of the controls.Lastly, combined with practical statistical data, I apply MATLAB for the value simulation results to test the reasonableness of the model and the effectiveness of the optimal controls.The results also pointed out that the maximum implementations of vaccination in the early stage of the epidemic and quarantine measures in the initial period of epidemic erupts are having the practical significance.
