Xinlin reservoir is located in the east of Xinlin Village. Fuji Town.Zhangqiu City.In the midstream of Dongbalou river and it belongs to Xiaoqing river. Its control basin area is180.2square meters and it was built in October.1970. Its total capacity of reservoir is12.61million cubic meters.The key project of the reservoir is composed of the dam.the spillway. the emergency spillway and the put water tunnel. The scope of protection in the ownstream is270square meters and it consists of Xianggong town.Xiuhui town and Diao town which are very important industrial towns.It protects a population of115000people and150000hectares of arable land. Its flood control standard is low. the engineering structure is too old and it also has a the serious leakage problem.Because of the problem, the reservoir engineering can’t operate sally. In October2007. the ministry of water resources the dam safety management center to dam letter [2007] no.2563issued, three kinds of dam identification verification opinion. The Xinlin reservoir was officially listed in the national seepage path reservoir dam reinforcement plan. The one of the important content of dam reinforcement engineering is the antiseep of the dam. Due to the poor quality of dam filling, so dam crest multiple appear different degree of fracture. Since there is no clear foundation so serious leakage and seepage deformation problem are existing. According to the geological exploration results reservoir dam foundation seepage observation and analysis of the leakage, the dam must be impervious measures in order to solve possible seepage failure. At the same time, after the cut-off can reduce reservoir leakage, increasing irrigation storage.
