With the accumulation of urban population and the raising level of mechanization, traffic congestion, environmental pollution and other issues become increasingly prominent, which seriously restricts the development of cities in China. The government has made great efforts to advocate the low carbon economic traffic with low emissions, low energy consumption, low pollution characteristics. The bicycle has the advantages of zero pollution, zero emissions and small occupation area, a good choice in the short-range travel, can be used in direct point-to-point travel, can also be used as a public transport connection tools.The application of public bicycle system in our country is still at the primary stage. Scheduling mode was extensive, mainly using artificial patrol way for transport into or out the bike in rent sites. The inter-site scheduling was not timely and the scientific and structure clear scheduling model was not formed. Based on this background, the public bicycle system was studied, dispatching system framework was constructed, scheduling model was in-depth studied, the "easy to rented, easy to return, safe operation" virtuous circle was achieved.Though analysis the conditions of public bicycle scheduling, the scheduling needs was clarified, regional scheduling pattern was introduced. Combined with the characteristics of the public bicycle system, the design goal and principles, constructing scientific was put forward and perfect dispatching system framework was constructed, and each function module was designed. The public bicycle scheduling system was included of the dispatcher management module, bicycle in/out module, dynamic monitoring module, fault processing module, scheduling module and other components.The inventory theory was introduced into the public bicycle scheduling system. The scheduling threshold was analyzed, which determined the boundaries to start scheduling task. Combined with the characteristics of public bicycle system, described the public bicycle scheduling problem, constructs the multi-objective scheduling model based on user satisfaction, the genetic algorithm was used. Through the actual case of Jiangning District of NanJing, using Matlab and Isight platform, the scheduling model was verified in this paper.
