With the rapid development of automobile industry, urban transport is facing unprecedented pressure and contradictions, traffic problems become world problem which troubled the modern city. Building ITS (Intelligent Transportation System) is effective ways to solve the problem of urban transportation in China. It means applying advanced information technology, GIS technology and modern communications technologies to transportation management, establishing a full range of intelligent, accurate, efficient, real-time traffic management system, to make people, vehicles and road uniform. Thereby significantly improve transport network capacity and quality of service and effectively mitigate traffic stress, it is an effective way to solve the problem of urban transportation in China.GIS (geographic information system) has been widely applied and developed in recent years. The characteristic functions of the GIS contain spatial data storage, management, analysis and visualization, which provide strong technical support for the development and application of intelligent transportation system. Research and application suggests that GIS has become important support platform of intelligent transportation system, and it will be used in urban traffic management, which is an inevitable trend.According to the demand of ITS application and development of cities, this paper integrate GIS technology, space database technology and computer network technology to research, design and develop urban road traffic visualization information platform based on traffic data of Kunming. This paper analyzed and researched WebGIS development technology basing on Silverlight; Explained the architecture of ArcGIS Server, functions and features of ArcGIS API; Detailed architecture design of road traffic visualization information platform, functions design and spatial database design, focuses on the analysis and video surveillance, Police general, real-time traffic flow, and other sources of traffic data and GIS integration and application. The platform is composed of eight subsystems, which include traffic WebGIS management, facilities management, traffic flow information management, video surveillance, accident management, police general management, police management, and GPS positioning. This platform has been applied to the traffic management in Kunming, which realized the visualization of multiple traffic information and information management. It provides visualization support platform for the application and development of intelligent transportation system in Kunming.
