Prevention And Cure Of Soil Pollution In Our Country Legal System Building

Soil is the most important and basic element of the human-centered ecosystem, it is the source of everything on the earth, and the material base of the survival and development of human beings. Soil has intimate relationship with other environmental elements such as water and air. They influence each other, and play their own roles in the process of energy conversion. Therefore, the soil is the source and carrier of things on earth. Unlike water and air, soil is also incredibly inclusive and stable, which is beneficial for the growth of things on earth, but its immobility also means the limit of its environmental bearing capacity. With the development of human population and industrial production, we simply cannot ignore the problem of soil pollution. Soil pollution poses health hazard to human beings by passing the hazardous factors to the plant that grows on the soil which leads to food safety issues. However, people have not been giving much attention to this problem, let alone the solutions to the problem. After the investigation and survey of soil quality, this issue has been brought to people’s eyes, followed by thorough and deep discussion of the legal protection of soil. Granted, there are many loopholes in the legal framework of anti soil pollution, and this leads to great obstacle to the protection of the soil and the development of the national economy. This dissertation demonstrated the necessity and feasibility of the enactment of Soil Protection Act, proposes the entry point of this legislation and shed light on my personal views of the issue.This dissertation illustrated the current situation of the soil pollution in the context of our own country and current status of its national status and the investigation and conclusion of soil inspection. It demonstrated the loopholes in the legal framework of soil protection pointed out the necessity, proposed the solutions to the perfection of the legal framework after analyzing the legal practice of soil protection of other countries. The dissertation concluded with my personal views of the purpose, principles and basic institutions regarding Soil Protection Act.
