Since the industrial revolution, scientific and technological progress greatly promote the social and economic development, it also brings serious environmental problems. Again the hazards of air pollution on the human body in which the most important, constitute a hazard to human survival, causing concerns of all parties. From the60s of last century in various fields of atmospheric pollution on human health loss, and its findings fully proved that the concentration of pollutants in the atmosphere is worth the impact of change and human health is closely related to.China since the reform and opening up, social, economic and other aspects of rapid development, urbanization also followed the rapid development of the urban population increased significantly. But while rapid economic development, China is also the varying degrees to environmental issues, coupled with China especially coal as its main energy cities in the number of motor vehicles is increasing, adding to our air pollution and its impact on human health, can not be neglected problem. Chinese scholars on the health costs of air pollution began in the last century,80years, numerous studies have surface of air pollution on human health, economic losses are generally in greater share of GDP. Therefore, the loss of health caused by air pollution, helps to understand the environmental costs of air pollution in China, provide the basis for the control of hazards and decision-making, provide the basis for the control and management of sustainable development experimental zone of atmospheric pollution, effective and objective evaluation sustainable development experimental zone of the development process.Theoretical methods of this paper the application of sustainable development theory, environmental toxicology, environmental economics, environmental epidemiology and other disciplines to improve the human capital approach, the cost of illness method and results of reference method and other evaluation methods, especially in Yu lin City, for example, human health due to air pollution caused by its loss of economic loss assessment calculation.The results show that the health costs of air pollution in Yu lin City in2006-2010respectively216.269million,174.410million,180.988million,168.124million and200.714million, accounting for3.65%of the total GDP,2.19%,1.54%,1.29%and1.14%. Among them, the loss of health caused by inhalation of particulate matter (PM10) the most, accounting for about98%of the total loss.
