At present, in order to develop a low carbon economy, the whole world is actively trying to make efforts and attempts in all aspects. One of the most important measures is to save energy, control and reduce the greenhouse gas emissions. When the Kyoto Protocol was put into effort, the carbon emissions trading is growing vigorously. China is at her rapid development period, which possessing the world’s largest carbon dioxide emissions. Since the emerging carbon emissions trading market is in the early stage in China, expect for the participation in CDM projects with developed countries, China doesn’t own a real carbon emissions trading market. Although institutions involving carbon emissions trading have sprung up in the recent years, there is still little transaction volume. What’s more, each exchanges has its own standards and criterions, it leads to an impossible mission to build a unified domestic carbon emissions trading market, can’t provide traders with a complete nationwide information, and cannot establish a connection directly with the international emissions trading market. The twelfth "Five-year Planning" clearly mentions that the country is about to develop the voluntary emissions trading across the whole country to explore the experiences for the future unified national carbon emission trading platform. Therefore, this article is based on these, and preliminary design the future China’s emissions trading platform.This article firstly summarized and compared the situations of several typical carbon trading institutions at home and abroad, so as to found the successful experience of foreign carbon exchanges and deficiencies of China’s exchanges. Secondly, the favorable conditions and basis of building carbon trading platform in China was summarized according to the reality. Then, the paper designed a framework model of China’s carbon emissions trading platform from elements, function modules, system design etc. Finally, through built the Xi’an Carbon Emissions Trading Platform and designed a practical case study, the paper simulated the trading processes using the carbon trading platform, and gave the feasibility testing of it.
