Research On The Rural Public Security In The View Of Social Morality

The stability of rural is the basis for that of social, the important prerequisite of making the social develop harmoniously and ensuring long-term peace and stability in our country. We can make the peasants have a good living and realize the sustainable development of social only by ensuring the rural security. With the transition of market economy and the adjustment of the interest patterns, the contradictions in rural region are on the increase, and lead to a lot of security cases, which affects the stability of the rural society. This has much to do with the main bodies’responsibility, mission, enthusiasm and initiative defending rural public security, which is to say the main bodies’social morality.Basing on the survey data of 622 peasants in Hebei, this paper will make an impersonal remark about the social morality of government, self-managed organizations and peasants, then, make an empirical analysis on the main factors influencing rural public security by using Logistic model, in the view of social morality. The results indicates the deficiency of government’s social morality responsibility and mission, the weakening of self-managed organizations’enthusiasm on social morality construction , and the peasants’weak consciousness of social morality are the main factors influencing rural public security. The imperfection of matching operational mechanism, such as the supervision mechanism, against security cases’mechanism, training mechanism and so on, is the key factor making the government lack social morality responsibility and mission; the self-managed organizations’long-term development and regularization building is hindered, which is the key factor making them lack enthusiasm on social morality construction; the backwardness in the fields of law education and culture construction is the key factor making the peasants have a weak consciousness of social morality.To solve problems in rural areas and ensure the rural public security, we must take effective measures to strengthen the social morality construction, and then improve our social’s affinity, cohesiveness and creativity. With and only with this done, the factors influencing rural public security could be prevented from the root. Fist, perfect and improve the matching operational mechanism, such as the supervision mechanism, against security cases’mechanism, training mechanism and so on, then we can strengthen the government’s social morality responsibility and mission; Second, arouse the self-managed organizations’enthusiasm on social morality construction by driving their long-term development and regularization building. To realize this, we should constitute administrative regulations, establish safeguard mechanism to ensure the rural public security, strengthen public security organs’administrative management on the self-managed organizations, and innovate encouragement mechanism; Last, improve the peasants’consciousness of social morality by strengthening law education and pressing culture construction in rural areas.
