Music education as an important part of quality education,the main purpose of the college public music education is rich emotionalexperience college students, improve the aesthetic ability and creativity, on thisbasis, to equip students with basic music knowledge, basic skills, and developlifelong learning music, enjoy music, and to improve the quality of life of goodhabits. Sorting through thesurvey data of five colleges and universities, and through the analysis, tounderstand the current problems existing in public music education of ordinarycolleges and universities in Liaoning province.The third part, the ordinary university public music educationdevelopment and countermeasures. This part is the focus of this paper, combiningwith the above analysis of the problem, and the implementation scheme of reform content method, countermeasure of the public music education of ordinarycolleges and universities, University art education institution construction is putforward, to promote the development of the public music education; improvingthe curriculum, change the public music teaching; optimization of the ordinaryuniversity music teachers, improve the quality of music teaching; pay attention tomusic practical activities, promote the overall development of students fourcountermeasures.
