Public art is an important course among the courses at Chinese Universities. The first thing to find out the problems of Public Art course at the universities in Hunan Province is to know what kind of a course it is. However, domestic scholars could not reach an agreement on the concept of Public art yet. According to my point of view, Public art is a form of aesthetic education for all the university students. It is a term for a comprehensive course in which teachers teach various art knowledge with the help of different art forms, such as music, photography, dance, painting, calligraphy, sculpture, literature, theater, film, performance art and other artistic means, to improve students’ aesthetic ability. Unlike other courses, Public art is a course emphasizing on knowledge of art, its function of entertainment and students’ ability of art appreciation. It is a comprehensive course of the knowledge about different art forms. There still exist many problems in the construction of the course of Public art at universities in Hunan Province, for example, the relatively low prevalence of public art education for college students, the lack of unsound management agencies, the severe shortage of investment on the course and other similar problems. These problems not only hinder the improvement of the level of public art teaching in colleges, but also restrict the development of the system of Public art course and the healthy growth and all-round development of the students. How to solve the problems existed in the construction of public art programs has become the most important thing in the development of public art course in colleges in Hunan. Based on the existing research references, this thesis discussed in detail the status of the construction of public art course in Hunan Province and illustrated the importance of the course on the growth and development of university students from the aspect of its role and function at colleges. Meanwhile, the author combined with her research on this program, presented the problems existed in the Public Art course construction in Hunan Colleges, elaborated the causes of the problems and proposed corresponding countermeasures and suggestions that the universities of Hunan Province in the development of public art programs should continue to improve its prevalence, set up a special, sound public art curriculum management institution, and increase capital input on its construction according to the development of public art course. It is expected that these suggestions will help the development of the university public art course in Hunan Province, the continuous improvement and development of public art curriculum theory, and the improvement of the level of higher education.
