In the Sixteen States Period, the TONGWAN city which is capital of Great XiaKingdom built by HELIANBOBO,have played an important role in various historicalperiods of Sixteen Kingdoms to the Sui and Tang Dynasties,because its geographicallocation is special,and had always been valued by the ruling class and developed.Historical period is a clue of This thesis, it deptly analysised and investigated thepolitical, economic, military status and customs of the various historical periodsTONGWAN city. The thesis is divided into four sections.Chapter I briefly introducethe construction and its Organizational Evolution of TONGWAN city.Chapter II analythe operating conditions from status of military and political, economic, demographicand cultural terms of the Great Xia TONGWAN city in Sixteen States Period. ChapterIII is the management of TONGWAN city from the military town to the Explorergovernment system in Northern Wei to Northern Zhou period.Chapter IV is themanagement and business development by Jimi House system in Xia Zhou area in theSui and Tang dynasties.
