Civilians of the early Tang Dynasty becoming refugees had far-reaching effects on the politic and economy. It was the result of many factors, which were not isolated, there was the inner link in, that civilians of the early Tang dynasty became refugees. Bureaucratic political system of Tang dynasty was the inheritance and development of the bureaucratic political system of ancient China since the Qin and Han dynasties. As a political system it influenced the social economy. The refugee issue of the early Tang dynasty closely linked to bureaucratic political system of Tang dynast. Some main reasons leading to refugee, such as heavy corvee and taxes, bureaucratic corruption and land annexation,was also the malpractices of bureaucratic political system. Therefore, through the bureaucratic political system point of view to study how were some civilians of the early Tang dynasty forced to leave their home, what conducive to reveal intrinsically link among the reasons of the refugee problem, deepen our understanding of the reasons, and find out the law of the refugee problem.Due to the implementation of the bureaucracy system, civilian households, as the material supplier of the Bureaucratic Political Constitution, were strictly controlled up by the Tang government bureaucratic administrative agencies and the household registration system. In addition, the government has also developed a variety of systems and measures to contain and mitigate the deterioration of the refugees However, the government’s efforts attributed to failure. The number which civilians became to refugees was increasing in this period. The implementation of the Tang Dynasty bureaucracy unable to overcome the following drawbacks, which led to this situation:First, the imperial power lack of constraints so as to Royal Construction and Maintenance endlessly; Second, the malignant expansion of the number of officials; Third, the central government officials were paid more attention by emperors and officials than the local government officials, and counties lacked talents to manage; Fourth, bureaucratic corruption. The above drawbacks had caused growing burden on civilians, continued destroy to agricultural production conditions, and inadequate execution of government policies and measures. As a result of the bureaucratic system, refugees are difficult to overcome. As long as there were inequality political status between the officials and the civilians, it was inevitable that the civilians became to refugees.
