In the process of building "the capital of cartoon", which increase the impact of the development of cultural industry is recognized worldwide as the new century’s most promising emerging creative industries. Hangzhou mobilized its each chain to participate and input, which has formed the cartoon industry mode.This paper is mainly based on industry internationalization theory, analyzing the current situation of cartoon industry competitiveness at home and abroad,the current level of Hangzhou cartoon industry competitiveness, interior and external environment of Hangzhou cartoon industry. Then, presenting strategy to develop their competitive advantage. Based on the developmental actuality of Hangzhou cartoon industry, with SWOT to analyze the industry environment of Hangzhou cartoon industry. Using DEA model to evaluate the competitiveness of cartoon industry, and using the input and output to compute its technical efficiency and scale efficiency in Hangzhou, and analyzing the changes of the two kinds efficiency, presenting corresponding Suggestions and countermeasures.
