Study On New Material Assessment System In Heritage Conservation

With the increasing of people’s living standard, the governments paymore attention to the construction of spiritual civilization and do theirbest to establish the common spiritual home of our nation. Under thisbackground, the heritage conservation field gains more and moreattention from government and people. With more and more fundsinvesting into this field, the number of new materials becomes larger andlarger. However, because of the vulnerability, scarcity and non-renewableof heritage, we can’t use them before strictly assessment, avoidingirreparable damage. Unfortunately, assessment system of new materials inheritage conversation is far from perfect, lacking of explicit evaluationcriteria, rigorous evaluation process, scientific evaluation methods andsound evaluation organization.Based on this background, we establish the new material assessmentsystem in heritage conservation under the guidance of the technology evaluation of the theory, the constraints of the relevant laws andregulations of the scientific and technological evaluation and learningfrom similar industries existing evaluation system. In view of the problemof new material assessment in heritage conservation, this assessmentsystem includes four parts: determining the evaluation criteria of the newmaterials, standardizing the evaluation process of new materials,proposing evaluation methods of new materials, and establishing theassessment organization of new materials.Firstly, we propose4assessment criteria after combing heritageconservation history of thoughts and practice: security, effectiveness,scientificalness and Retreatment. Secondly, we propose the principle ofassessment methods as―mainly use quantitative evaluation and combinequalitative evaluation and quantitative evaluation‖. Finally, we establishthe assessment process and assessment organization after investigation ofmedical technology assessment.
