Language stands for a nation’s value and cultural accumulation. So the export of language means a lotfor a developing nation. On one aspect, it can confirm the success of economic developing in the world; onthe other, it means cultural respect. On such field, U.S.A has been progressing for fifty years since WorldWar II. Therefore, there are a lot of experiences we can learn from, which could enlighten our languageoversea teaching.Comparative education aims for the educational service, such as setting principle, exploring academicrules, and predicting educational developing tendency. Thus, we can class comparative education aspractical filed. Based on that, this paper analyzed and compared two countries’ language teaching overseasystem, summarizing the characters and hoping to improve Chinese oversea educating system.Besides summary and preface, there are five parts, including American English formation, American’svalue, relevant laws and language oversea teaching system.Chapter one offered the background of American English oversea teaching, introducing the AmericanEnglish formation and developing process, the inner circle promotion, American philosophy, as well asbasic thesis of language oversea teaching system.Chapter Two studied the policies of American language oversea teaching system, including MarshalPlan, Foreign Service Act, Foreign Assistance Act, and Mutual Education and cultural exchange Act.Chapter three made a study on how American English exports to overseas. From the following aspects,the chapter introduced different ways of American English oversea teaching system: organization, teachingmode, teaching materials, curriculums, and teachers. Chapter four analyzed the characters and effects of American English teaching overseas. This sectionmade a brief conclusion of the main characters, including analyzing the polices, how the policy made intopractice, the distinctions of standard language testing system, the management of oversea schools, teacherstraining methods and so on. From many aspects such as the language application, language policy, andfinancial effects, it was shown that exporting language brought many benefits to U.S.A.Chapter five made some comments on Chinese oversea teaching system. Firstly, introduce the presentdeveloping situation of Chinese oversea teaching. Then compare two countries’ different systems fromseven aspects: cooperation with abroad teaching institution, capital allocation, cultural exportation,standardizing testing, oversea students’ scholarship, teachers’ training and relevant materials developing, aswell as different levels of oversea schools.
