These years, as the Chinese economic develops very fast, the number of Chineselearners is increasing. How could we take Chinese spread policy as long-term strategy?If we just depend on external need, Chinese will be impacted as opportunitydisappears. Facing to this rare chance, we must grasp it, analyze it deeply, andformulate it properly. Thus we need the help from language policy. This essay takeshistorical view to research on the long-term direction of language spread policy. Atfirst it studies the source and context of original language policy through historybackground, so that we could explore advantages of current policy, and discover theproper way of language spread development. Secondly, we must change our conceptsof it and learn from others, we must recognize the gap of them and the importance ofchanging concepts. Otherwise, we must combine the internal policy with externalpolicy, taking teaching Chinese to foreign students as the elongation, so that we couldlearn some experiences from internal policy. Thus we research on the development ofChinese spread policy basing on former views.There are five parts in this essay, first one is introduction, it mainly introducesthe scale and value of this research, second, taking French and Japanese languagepolicy as background, analyzing these policies from east and west. Third, it simplysummarizes the background and status quo of the international Chinese spread.Fourth,it studies the relationship between internal and external policy, doing analyze frommultiple aspects, multi-views and interdisciplinary, so that we could discover developmethod of Chinese globalization. The last part is conclusion; in this part it expects theChinese strategy on the level of language policy.
