With the proposal of building lifelong learning society concept, the knowledge economy is facing challenges to reach a qualitative change in the quantitative. The current learning mode is not to meet the needs of higher education learners. Formal schooling is no longer the only way to acquire knowledge, and a variety of informal learning into all levels of society and areas, having showed the diversified development trend. This phenomenon prompted the emergence of ubiquitous learning, fully embodying the characteristics of people-centered educational philosophy of lifelong learning, and achieving modernization of education.Studies have shown that the ubiquitous learning emphasize learner-centered, anytime, anywhere, and free self-learning concept, but in fact, in this environment, higher education learners cannot do Strategic learning and acquire learning ability, which led to the imbalance of the individual development and affect the final learning. Higher education learners, as the main body of the lifelong learning society, have a major impact on social progress and the formation of the concept of lifelong learning. Therefore, the mastery of learning strategies and the level of its application have great significance for them.During the course of the study, I adapt the means of literature, observation, questionnaires and interviews to research problems. Firstly, I analyze and summarize the current situation at home and abroad, connotation, characteristics and theoretical basis about ubiquitous learning. Secondly, I analyze and summarize the connotation, characteristics of learning strategies, and factors of impact on using strategy, and according to Bloom’s classification of learning objectives and learning characteristics in Ubiquitous environment, I divide the seamless learning strategies into cognitive learning strategies, affective learning strategies and motor skills learning strategies. Based on the above category, undergraduate students of the Beijing Jiaotong University are selected as research objects, and investigated to the level of the learning strategies from different angles. And analysis of survey results found that the ubiquitous learners’ application level of seamless learning strategies is generally low, and even there are still some problems, including lack of knowledge about the ubiquitous learning, ubiquitous learning environment construction and the learners’ autonomous learning ability. To solve these problems, the author puts forward some suggestions to improve the system of seamless learning strategies, including changes in learning concepts, taking full advantage of ubiquitous learning advantage to promote a seamless learning strategy formation; to improve the ubiquitous learning environment, improve the ability of independent learning strategies; play the main role of the learner, to strengthen the learners’ autonomous learning ability.Due to Realistic conditions, this article does not do experimental research on the reliability and validity of seamless learning strategies, so as not to verify whether the exploration and improvement of the seamless learning strategies are correct or not. What’s more, there are not enough skilled ability to use research methods, and theoretical explanations may be incomplete. These problems will to be perfect in the future of further research and practice.
