Researches On Current Situation And Affected Factors Of Information Construction Of The Key Counties Included In The National Plan For Poverty Alleviation Through Development

ObjectiveTo know the informatization status in key counties hospitals of TCM, which are included in the national plan for poverty alleviation through development,investigate andanalyze the factors which influence the development of informatization. Put forwardsome countermeasures and proposals in order to provide a reference for accelerating the development steps of the CM hospitals in key counties included in the national plan for poverty alleviation through development, as well as providean objective basis for formulating the informatization planningon the CM hospitals in key counties included in the national plan for poverty alleviation through development scientifically and reasonably.MethodsHave designed a informatization status survey table of key counties included in the national plan for poverty alleviation through development. The table focuses on conducting a survey of592ChineseMedicine hospitals in key counties included in the national plan for poverty alleviation through development, on the basic situation, the situations in Hospital information Management Department, the invest ment for information construction, the normalization and standardization, the status of infrastructure, hardware, IT application and central transfer payments, and main obstacles of the information construction, etc. Then analyze the survey results statistically.ResultsThe survey covers592hospitals of Chinese Medicine, and gets592feedbacks, including590effective tables. The general rateof the feedbacks is100percent, and effective rate is about99.66percent. The main problems, such as deficient ability of the Information management Department, scanty funds for the construction,low level of the standardized application and infrastructure construction, limitations for the application of the information technology and the application of the Information System still at the stage ofmanagement, have been discovered after analyzing the feedback data by Excel.ConclusionsThe main factors influencing the construction of information construction for the key counties included in the national plan for poverty alleviation through development are that money, professionals on information technology, planning on the information construction, normalization and standardization, emphasis of the leaders, etc.For solving the problems, some countermeasures and suggestions, which are tally with the actual situation of the hospitals in key counties included in the national plan for poverty alleviation through development, have been given, including completing the informationstandards and specifications of the hospitals, overall planning andimplementing step by step, developing some projects of demonstration pilots, increasing support of policy and investment, building a n effective system of supporting, paying more attention to introducing and training of the professionals on IT, etc.
