The new rural cooperative medical system is an aid system primarily for serious diseases,made up of government organization, guidance, support, farmers’ voluntary participation andfinanced by individual, collective, government.It involves three participation main medical bodies-the buyer, the supplier and regulators,respectively as farmers, fixed-point medical institutions, local government and the new medicaljoint agency organization. There is asymmetry information in the three participation mainmedical bodies, which exacerbated the opportunism tendency leading to medical moral risk.The opportunism behavior is more serious because of limited rational driven, which is cased byrelated legislation, supervision mechanism not sounded.The Moral Hazard risks seriously erosion of the fund safety and damages to the medicalsecurity as well as the system fair, especially in some less developed areas.The moral hazard behaviors of participation bodies lead to limited and precious medical andhealth resources wasted, rapidly charge of medical treatment expanded. Fund of The new systemare faced with great pressure of payment. How to effectively control and constraint moral riskhas become Premise condition to guarantee fund safety and make the new system sustainableoperation.This paper studies moral hazard behaviors and phenomenon in process of the new ruralcooperative medical system in less developed areas. Through analyzing the causes in theformation of three kinds of moral risk, and its influence on the new system, this paper proposessome targeted measures such as the system of legal, regulatory system, information construction,moral literacy, and supporting measures.Some measures come from a number of domestic and international rural medical practicesand experiences, such as South Korea, Britain and other developed countries, as well as Jiangsu,Shanxi, and other domestic area in New Rural Cooperative Medical Service.By these measures can our country relieve and avoid moral hazard of NRCMS In the lessdeveloped areas in the near future.
