Objective Currently, it is an urgent new rural health work to establish ascientific, rational, effective performance appraisal mechanism of township hospitalsafter the new medical reform. The purpose of this study is to understand the currentsituation and the specific practices by field investigation, which is about institutionaland internal performance appraisal of township hospitals in Lianyungang city; to findthe main problems and difficulties by using the performance appraisal results. On thisbasis, to put forward some suggestions combined with literature, policy andtheoretical research; and to provide evidence of building long-term mechanism forperformance appraisal finally.Methods The literature study, qualitative and quantitative methods were used.Qualitative current status was utilized to investigate the8township clinics in twocounties, which includes policies and systems, assessment organizations, indexsystem and assessment process. Quantitative empirical analysis was applied to studythe use of assessment results, which comprises integrated management, basic medicalservice, public health service of the institution and professional development,evaluation, wages of internal staff. In addition, TOPSIS method, factor analysis anddescriptive statistics were used to analysis the survey results.Results The township hospitals should focus on the construction of the publichealth service system, pay attention to the creation of social benefits, and completelyreturn to the public welfare. Specific measures as follows: evaluation of agencyperformance appraisal model is more single; entropy weight of the two dimensions ofpublic health and social evaluation were0.27650,0.111217, which is at a low leveland explains enough attention not be paid; implementation of the system ofperformance appraisal and supervision is not strong, the gap between the rich and thepoor phenomenon is existing. Internal performance evaluation studies have shownthat, township hospitals workers have neutral attitude about the performance appraisal implementation, and only24.2%expressed satisfaction, which illustrate although theworkers have expressed support for the performance appraisal system, but the effectis still questioned; The average satisfaction score of township hospitals workers is2.51points, converted into percentage is50.2%, which illustrate a lower jobsatisfaction is existing.Conclusion Government and the administrative department of health shouldset up a performance appraisal organization system for social multi-stakeholderinvolvement in township hospitals; optimize the performance evaluation index system,which includes reasonably allocating the weight coefficients for each dimension,detailing the assessment indicators, more using the quantitative indicators,maintaining a dynamic assessment indicators and timely adjusting; establish amechanisms for timely use of evaluation results and feedback, Strengthen thesupervision of the government, peers, self-respect; build and improve the incentivesof the institutions and personnel of township hospitals; improve the employee jobsatisfaction and ensure the performance appraisal mechanism can run effectively.
