| Agricultural resources were the necessary condition and physical infrastructure for humansurvival and development. Agricultural included natural resources and social resources.Heilongjiang was an agricultural province and the main commodity grain production base. Suihua,an agricultural city in Heilongjiang Province, was in the forefront of the whole province ranked bythe agricultural production. The large amount of resources and the high production of food cropsare the three features of Suihua, even so the agricultural economic development level is still verylow. According to situation above, how to achieve efficient use of agricultural resources becameone of the first problems need to be solved.The paper describes the theory of agro-ecosystems, sustainable development of agriculturalresources theory, the theory of comparative advantage, the market economy configuration in theutilization of agricultural resources. According to the2002-2011statistical data and relatedindustries data, we analysis the agricultural situation of Suihua, and built14evaluation index fromthree aspects(economic, social and ecologic), represented the level of the utilization of theagricultural resources, then we used composite index model to evaluate the level of utilization of agricultural resources in Suihua.The full text of the main content and the results are listed asfollows:(1)Agricultural Situation of Suihua City: In2011, the cultivated land area of Suihua was1,848,963hectares. The per capita arable land surface was0.34hectare, accounting for60.7%ofthe province’s per capita arable land area, which was3.7times of the country’s per capita arableland. The water resource amount was65.33billion cubic meters. The forest area was750,120.2hectares, with a forest volume of0.14million cubic meters, and all grasslands were515,733.3hectares, the forestry coverage rate reached19.2%. Despite the rich agricultural resources, Suihuastill exists some problems, such as inappropriate agricultural land planning, inadequate landresources zone configuration uncoordinated, extensive use of land, the low efficiency of waterusage, the low efficiency of the integrated utilization of agricultural resources.(2)The level of utilization of agricultural resources of Suihua City: from2003to2011, thecity’s agricultural resources sustainable utilization of the overall level shows the trend of from lowto high. From2003to2004, the sustainable usage level were-0.0393and-0.0920,which wasunsustainable; from2005to2011the numbers were0.1380,0.2666,0.3708,0.5428,0.6652,0.8120and0.8605which are sustainable, and presented the trend of from low to high. From a socialperspective, the ecological level index in2003is-0.0043, showing unsustainable state; theeconomic and social indexes are in sustainable state, presenting in a continuous phase; from2004 to2011, the ecological, economic and social indexes present a sustainable state, presenting in anintegrated and coordinated continuous phase; from2003to2011, the social and economics factorsshow sustainable state, showing a relatively stable phase. From the perspective of resource, theevaluation value of the land resources from2003to2007are:-0.0022,-0.0080,-0.0084,-0.0106and-0.0120,water resources evaluation values from2004to2007are:-0.0176,-0.0060,-0.0266,-0.0418,all showing unsustainable state. The unsustainable situation of land and water resources was veryserious, and the impact on the whole ecosystem is relatively large.(3)Ways and measurements for efficient use of agricultural resources of Suihua: first was toimplement economical use of land, and to enhance the land use efficiency; second was toaccelerate the pace of construction of farmland water conservancy, and to improve the water useefficiency; third was to strengthen the protection of black soil and control of soil erosion, and topromote the sustainable use of resources; fourth was to make use of agricultural comparativeadvantage, to develop agricultural products which had competitive advantages; fifth was to takegreat development of the multifunctional agriculture, enhancing the comprehensive agriculturalproduction capacity; next was to strengthen agricultural modernization and industrializationprocess, to improve the overall efficiency of agriculture.The analysis of the utilization, level, trends as well as the existing problems of agriculturalresources in Suihua, and the discussion of measures for enhancing resource utilization efficiency and overall agricultural production capacity had a great significance on maximizing the overallefficiency of regional agriculture, and promoting regional resources utilization as well asecological environment construction and national food security. |
