The Third Plenary Session of the11th Committee of the CPC in1978made the important decision to perform the reform and opening up policy. This movement began in countryside. Nowadays, the movement has continued for three decades and will always continue. All the area in China have been changed because of the movement. The farmers in Vegetable Production group have undergone the changes of production and prosecution. Their experience show the problem of the movement is that changes is always accompany with conflict.The farmers’enthusiasm was stimulated by the Sub-field home policy in Vegetable Production group. Because the farmers in Vegetable Production group were in the Collectivism system, but they had the right to use and manage the land after the movement. Then Agriculture recovered to the level of the1950s quickly. In this years, the income of vegetable was increased. As the same time, the Rural Market was opening. Thus, the farmers’income was increased too. The farmers have had the experience of planting vegetables and management in the Collectivism system. Moreover, they had the Geographical advantage. They occupied all kinds of the business operation in Rural Market in short time after they could sale their vegetables freely. Those farmer who have business spirit, chose vegetables’variety and scale according to market’s rule, they also use some Commercial means during the sales. Therefore, they obtained more profit than others.As the development of the economic, the farmer were not satisfied the income from the Vegetable production and operation. Those clever farmers who were good at capture the market information sold vegetables from other places. They could sold other products with vegetables because of the opening of Rural Market. The framers have huge income in a short time by the business mode. Nevertheless, more and more farmers gave up agricultural production because of the development of Industrialization and Urbanization. Instead of the manufacture, they had more interest in market share. As for the farmers in Vegetable Production group, they lost the age advantage gradually and they are tired of the hard work of vegetable planting year by year. They preferred to choose more suitable work way to increase their family’s income.In the collective period, famers in Vegetable Production group obtained the points by collective works. And the group had the responsible for tax. After the implement of Sub-field home policy, famers’income were increased by the increasing of vegetables’ output. Compare with the average tax in collective period, the police were beginning to spend more money to the famers. At the beginning of the reform and opening up movement, the market economic system fell behind the rapid development of economic. so the economic system were confused in the early years, and the confusion brought out famer’s burden. But each rules were gradually consummated, and the income of famers were rapidly increased, the tax payments from farmer’s income were more and more reduced.Along with the agricultural tax has been gradually abolished after2001, the burden from farmers in the Vegetable Production Group has been reduced gradually, too. But at the same time, the spending of education and medical care were growing up quickly. Unless farmers income could be increased rapidly, they would like engage in the agricultural production. Although vegetable’s price was raised slowly, because of the inflation, the elevation was not equal to farmer’s income. The economic change of the Vegetable Production Group during three decades shows a problem:if the policy is not in line with farmers’vital benefit, they are always not able to have the equal economic status.
